Under direction, supervises and plans the do the job of workers engaged within the transfer of ownership and evaluation of residential, commercial, and organization properties for tax purposes; and performs relevant duties such as required.

The people in this class are in charge for supervising a unit of Appraisers, Auditor-Appraisers, and associated support office personnel. Assessment Supervisor is distinguished from Appraisal Division Manager in that its primarily trusted for the day-to-day operations of a asset appraisal unit, rather over long-range planning and policy-making for a division.

Nature of the Job

1. Plans, directs, organizes, assessments, and evaluates the deliver the results of professional, technical, and clerical office staff accountable for the appraisal and/or auditing of residential, commercial, organization, mineral, and agricultural properties and title transfer and exemption claim review; supervises the preparation of complex appraisals, appeals, and audits; critiques and approves property price estimates; develops and maintains listings of latest market values of rural properties, airplanes, and boats; and assessments segregation, exemptions, and cancellations of properties from the evaluation rolls.
2. Within area of assignment: develops targets and goals; monitors progress via knowledge compilation and team meetings; establishes methods to standardize operations; makes operational changes to achieve optimal efficiency; testimonials effort to ensure compliance with technical and legal standards; and delivers guidance and assistance in resolving challenging complications or complaints referred by employees.
3. Prepares a selection of narrative and technical reports employing word-processing and spreadsheet applications and provides data to management in regards to the progress towards unit objectives and goals.
4. May possibly testify prior to the Assessment Appeals Board to serve whereas an expert witness; participates on teams to evaluation existing departmental policies and procedures and suggest improvements in residence tax administration approaches; and collaborates with data programs office staff and other County departments on the design and implementation of automated asset tax methods and relevant projects.
5. Selects candidates for hire; identifies instruction needs; completes employee evaluations; and evaluates the require for and recommends disciplinary actions for subordinate office staff.

Requirements
A valid Appraiser’s Certificate,

1. 2 years of advanced journey level experience in appraising and/or auditing premises for tax assessment purposes; or,
2. 2 years of practical knowledge performing duties equivalent to Appraiser III or Auditor-Appraiser III with Santa Barbara County; or,
three. equivalent combination of instruction, education, and expertise that would provide the essential knowledge and abilities.

Know-how to do appraisal and/or auditing techniques and methods; state and nearby laws governing assets assessment; strategies employed inside the valuation of all different types of actual and private home; latest economic trends of real and personal premises; procedures of get the job done planning and project management; building construction, including materials, quality, price, and quantities; present automated evaluation systems and personal pc applications this kind of whereas word-processing, databases, and spreadsheets; and English grammar and usage.
